Found him on the 1870 Baughman, Wayne, Ohio census (img 35) age 11.

There is an Isaac Leisey age 21 on the 1880 Baughman, Wayne, Ohio census (dist 224 img 3) who is a hired man in the household of William Kampf. Not sure if this is him.

Found him on the 1900 Hood River, Wasco, Oregon census (dist 146 img 9) as Isaac Leisy age 41, single, living with about a dozen other men as "partner" with his cousin Perry Leisey age 26, "head." All are listed as laborer, sawmill.
